Bun parity: verify native Windows HTTP/2 socket teardown and local binding

#424

Tracks native-platform follow-up from #66 after stale deterministic harness expectations are removed.

The logical corpus models localAddress metadata, fetch HTTP/2 cleanup, and gRPC server shutdown through virtual transports. That does not prove native Windows libuv behavior for:

  • binding HTTP/2 clients to 127.0.0.2 or other explicit local addresses
  • pooled HTTP/2 teardown without WSAECONNRESET between tests
  • grpc-js server shutdown without leaked or reset native handles

Acceptance criteria:

  • add Windows-native integration coverage that bypasses virtual registries
  • verify explicit localAddress and localPort binding through the libuv connect path
  • verify pooled fetch HTTP/2 sessions close without WSAECONNRESET
  • verify grpc-js shutdown releases all native handles and ports
  • run under normal Windows CI and the relevant sanitizer or handle-leak configuration
  • keep deterministic logical suites green

Local implementation progress: b1fcb36 completes localAddress/localPort propagation through SocketConfig, Listener, socket.doConnect, and the bun-usockets local-bind ABI, and also fixes Windows socket/named-pipe teardown ownership. The commit is queued because this host currently cannot resolve github.com for git push. Cross-reference #434 for binding, #435-#437 for Windows lifecycle/error work, and #427 for the logical HTTP/2 matrix. This issue remains open for real native Windows HTTP/2 teardown and bind validation.
