feat: add VTOL scenario playback to the mission workspace

#84
Merged chris wants to merge codex/owned-vtol-workspace into main

The common mission workspace omitted the existing VTOL cases. It now selects the same 14 scenarios, fault phases and optional electrical model as the native CLI, showing counted recovery edges, recorded mode acknowledgements and captured battery playback. Abort, held recovery and host loss keep their actual outcomes. Selection changes clear stale results.

Commit f90a68e is now on origin/main after a normal fast-forward push as Chris, without coauthors. It includes the prerequisite CLI scenarios from #83. Exact-source Linux CI passed all five jobs and required steps: 1,796 passes, 41 skips, zero failures and 500,360 assertions across 1,837 tests in 212 files. The original single-download archive verifies all 11 standalone VTOL reports, matching declared outcomes with neutral inhibited outputs; nominal full routes have ordered hover/cruise/hover confirmations and landing contact.

Local evidence remains separate: 237 VTOL/workspace tests and 10,403 assertions, native lint/types/view/docs90/roadmap/parity/build checks, 48 Buddy/copied cases and 48 actual-parent stdout/stderr/exit byte comparisons, and actual compiled STX 375px/320px browser checks without overflow or console errors. Independent Spec and Standards reviews are clean. No full new macOS-suite pass is claimed.

The original #83 exact-head workflow failed its admission browser oracle and stays retained; this passing combined-source run does not reclassify it or claim a causal browser fix. The separate automatic post-main workflow is 40012287493 and is pending. #85 and #86 separately investigate and qualify execution-test visibility and diagnostics.

This changes presentation and shared case construction. No controller, physics, authority, planning allowance or physical output policy changes. Simulation is not physical/HIL/SITL qualification. Fresh-process restoration, broader envelopes and measured hardware remain open under #12.
