Problem
zig build release-compatibility-check fails in the platform-matrix validation because docs/.data/platform-release-matrix-2026-08-20.json carries a stale SHA-256 for .github/workflows/ci.yml.
A dry generation through the owning tool changes only that input checksum:

The generated platform profiles, release claims, summary counts, and docs/platforms.md are unchanged. This was exposed while validating #840.
Acceptance criteria
- Regenerate the platform matrix with
tools/platform-release-matrix.ts --write; do not hand-edit generated output. - Verify the matrix and its fail-closed self-test.
- Verify the release compatibility consumer proceeds past platform validation.
- Keep all support and performance claims unchanged unless supported by new checked evidence.
- Run documentation link and build checks.
- Record 0 test262 flips.
