Problem: Alerts/Webhooks/Uptime/Email-reports render as if they work but their background jobs don't run (and some 400).
Scope: until the job issues land, hide or clearly mark these as "coming soon" so users aren't misled.
Done when: Settings only exposes features that actually work end-to-end.
