Projects: delete project (+ purge all data) with confirmation

Scope: owner-only delete: remove the project, memberships, API keys, and all analytics/error data (or schedule a purge). Typed confirmation in UI.

Done when: deleting a project removes it from the owner's list and tears down its data.
