Timeseries minute/hour bucketing mixes local and UTC time

Severity: Medium · Where: stats.ts:635,639 Bucket keys use getUTCMinutes()/ISO (UTC) but the loop advances with local setMinutes/setHours. Impact: Off-by-one buckets in non-UTC server locales. Fix: Use UTC consistently for both keying and iteration.
