CLS web-vital corrupted (scaled x1000 before send)

Severity: Medium · Where: Analytics.ts:3186 CLS is transmitted as 0–250+ while every other vital is raw ms — unit-inconsistent; stored/charted value is wrong (rating logic itself is fine). Fix: Send raw CLS; don't scale.

Fixed in 540250d: CLS keeps the x1000 wire format (the tracker rounds to ints) but is normalized back to its real unitless value at read time in vitals/trends/budget checks — heals already-stored rows. Live-verified: CLS p75 0.008 rated 'good' (was 8, rated 'poor').
