Problem
The Amazons demo's Roman tutorial map (Map/TUTORIAL/T1.MAP, SHA-256 in docs/content/map-decode-receipt.json) stations three rank-3 bowmen in each player's TOWER, according to the soldier nibbles decoded by scripts/lib/s3-map.ts (archer3: 3). The pinned reference remake's Roman small tower (6ad8c42) defines one infantry place and two bowman places. The engine's small-tower garrison (buildings.garrison, E evidence) follows the reference.
When the map is played, only two of the three bowmen fit on the walls; the third stands outside. Either the original tower holds more bowmen, the decoder's nibble order is wrong, or the original game handles an overfull map garrison some other way.
Acceptance criteria
- Confirm the soldier nibble order against an original map with a known garrison, or against original-game observation (S3-002).
- Observe the Roman small tower's garrison places in an identified original build and record them as O evidence (S3-007).
- Make the engine and decoder agree with that evidence, with a regression test on T1.
