rfc: freeze Protocol 1.0 requirements and profile semantics

Governing proposal for stacksjs/stacks#2050 and the first dependency of stacksjs/stacks#2060.

Governance status

Implementation is complete in c8701ce. RFC 0002 remains Proposed through the public review window ending 2026-08-20. Ratification and the governance vote are intentionally still open.
