governance: bootstrap the Stacks RFC and ratification process

Tracks the initial public governance implementation for the Stacks Protocol.

Deliverables

• Governance, maintainers, quorum, conflicts, and appeals
• RFC lifecycle, template, decision index, and review periods
• Compatibility, deprecation, and migration policy
• Protocol ratification procedure
• Explicit specification and fixture licenses
• Contribution and repository automation templates

This issue must be updated with commit evidence before closure.

Implemented in two signed-off logical commits authored by Chris with no coauthors:

• 3713b74 — governance, compatibility, ratification, maintainers, licensing, templates, and RFC 0001
• b8eee6d — deterministic metadata, decision-index, local-link, and license validation with CI
