Actual published Pantry 0.11.145 Linux x64 acceptance fails for pantry install github.com/ggerganov/whisper.cpp@1.8.4 --no-save. The pinned whisper package requires linux:openmp.llvm.org@18; the catalog lists 18.1.8, but the native registry metadata currently contains no 18.x artifacts. Installation fails with RegistryArtifactNotFound for that required runtime.
This exposed an application deployment workaround in HQ: direct whisper.cpp archive download plus Ubuntu OpenMP installation. Replace it with normal published Pantry installation once the required native artifact is available.
Use the existing Build Package Binaries workflow to build and publish openmp.llvm.org 18.1.8 for linux-x86-64 through the normal verified/scanned promotion path. Preserve the requested ABI/version constraint and installer fail-closed behavior. If the recipe or publishing path fails, repair its first-party source and release normally rather than adding a mirror or silently choosing another major.
Acceptance: isolated published-CLI install of pinned whisper.cpp succeeds, the packaged executable runs with its installed dependency paths, and HQ's deployment uses that normal install instead of direct archive/apt logic.
