Add sqld (libsql-server); turso.tech needs it for `turso dev`

The catalog has no sqld, so pantry install turso.tech gives a turso CLI whose turso dev fails (it starts a local sqld from PATH). Upstream (tursodatabase/libsql) publishes self-contained libsql-server release binaries for darwin arm64/x86-64 and linux x86-64 (and linux arm64 from 0.24.x).
