perf(ts): reject unrelated simple declaration names before full value resolution

Parent #416/#854; materially different follow-up after rejected #859, not a cache revival. Clean source e720676 retains native68c6ed517f9125ae1b570ff2e585c5b368745389af828258f6621fe5e6e0311c and the full rejected evidence. Exact-native displayed resolveValueDeclInStmt offsets24/120/168/636 early and24/212 middle identify actual work; native disassembly includes a320-byte stack frame and valueDeclVisibleFromNode before kind/name matching. No per-function CPU share inferred from collapsed samples. Proposed general stateless predicate reorder: only a provably unrelated simple var/let/const/function/class identifier name may return null before the full resolver; all matching names, patterns, imports, loops, absent/malformed names and unsupported kinds retain the complete original resolver, visibility rules, live types, annotations, warnings, lowering, shadowing and errors. No cache, root-only restriction, section/library/filename/benchmark shortcut, body omission, semantic cap or alignment tuning. Preserve original resolver as shared scalar oracle for direct parity, cross-section scripts/modules/ambient declarations, exports, patterns/imports/loops, late/current types, duplicate/recovery ordering, source replacement/HIR growth and allocation-failure controls. Require full checker/binder/Program/driver/CLI/entrypoint/native/harness gates and unchanged pinned Zod complete diagnostics; frozen exact-parent fair A/B with every original admission, all families/scales/batches, independent carried risks including newly confirmed large-predicate loss from #859. Initial implementation adds21 lines: a small wrapper rejects ONLY different simple identifier names for var/let/const/fn_decl/fn_expr/class_decl/class_expr. Every other case invokes the original resolver, retained unchanged as resolveValueDeclInStmtSlow; no body/type/visibility/diagnostic branch edited and no cache added. Two initial controls compare fast/scalar TypeIds and complete diagnostics for every HIR node/identifier in representative variables/patterns/exports/functions/classes/imports/loops/nested scopes/virtual script/module/declaration-file projects; and prove unrelated names do not allocate visibility metadata, while matching names preserve allocation-failure scalar fallback, currentTypeId changes and source reset. Full checker (expected4555, no named filters) is live under unchanged600s/3840MB/shared-lock/disk-floor guard. This is only a development draft: malformed/recovery/export/naturalHIR-growth/failure and full native diagnostic/module/Zod/harness/admission controls remain before final freeze/timing.
