Port WebSocket CONNECT proxy and ws CommonJS interop

Tracks the Home port of Bun corpus position 4217 (js/web/websocket/websocket-proxy.test.ts).

Scope:

• lower the local ./proxy-test-utils TypeScript import through Home’s module resolver
• preserve CommonJS require("ws") as the constructible WebSocket export while retaining named/default ESM identities
• verify HTTP CONNECT, proxy authentication and headers, WSS/HTTPS proxy TLS controls, HttpsProxyAgent, and NO_PROXY bypass behavior
• keep proxy failures on Home’s existing structured WebSocket handshake/lifecycle stack contracts

Acceptance evidence:

• 25 passing tests
• 1 intentional Docker/Squid todo
• 0 failures
• 0 unsupported cases
• 0 allowed-empty cases
