Pin Socket.IO timeout skipped corpus

Permanently pin js/third_party/socket.io/socket.io-socket-timeout.test.ts at exhaustive corpus position 4058.

Home already resolves and accounts for this Bun-disabled five-case suite as one suite-level todo. Add it to the permanent third-party matrix so a future upstream activation or regression is detected, with no unsupported or allowed-empty classification.

Implemented and pushed in 91e96bb9b.

The already-correct Socket.IO timeout fixture is now part of Home's permanent third-party matrix, pinned at one suite-level todo while Bun keeps all five acknowledgement-timeout cases disabled.

Verification:

• focused position 4058: 1 file, 0 failed, 1 todo, 0 unsupported/allowed-empty;
• Socket.IO positions 4050–4058: 9 files, 13 passed, 11 explicit todos, 0 failed/unsupported/allowed-empty;
• permanent gRPC error-stack, SQL adapter-contract, third-party corpus, and 36-case diagnostic suites all pass.
