Complete top-level Bun CLI corpus compatibility

Tracks the final Home compatibility work needed to make the complete top-level Bun CLI corpus pass without delegation.

Scope:

• fix inspector async settling and standards-shaped WebSocket EventTarget message delivery
• bound temporary-project package discovery so package-manager commands cannot inherit unrelated parent manifests
• activate deterministic bun info and pm view spawn compatibility
• keep pm cache query/removal inside Home filesystem state
• complete non-piped interactive update dry-run lifecycle handling
• improve pending async expectation diagnostics and bounded microtask draining

Acceptance:

• pm pkg: 73 pass / 1 todo; pm scan: 17 pass; pm version: 24 pass
• update interactive formatting/install/snapshots: 31 + 2 + 3 pass
• isolated bun-serve-static stress file: 34 pass, 0 fail, 0 unsupported
• clean full home_test gate: exit 0

The first full gate reached 1152 pass / 1 skip before the host filesystem fell to 888 MB free and the static-response stress matrix was SIGKILLed. After clearing only the regenerable project Zig cache, the stress file passed 34/34 and the clean full gate exited 0.

The implementation also improves pending resolves diagnostics by naming the matcher and source file, and raises bounded microtask draining with a deep-chain regression test.
