Summary

Add bun run changelog:preview with optional --from/--to, using the installed generator and an isolated temporary output.
Resolve Git refs before generation; reject output overrides and fail if generation produces no file.
Preserve tracked release notes and existing local edits, with real-generator clean-tree regression tests in CI.

Verification

3 regression tests pass (20 assertions).
Pickier, actionlint and git diff checks pass.
Previewed the actual v0.0.92-to-main range without changing CHANGELOG.md.

Partial mitigation for #283. The upstream --no-output parser and duplicate issue-reference rendering remain unresolved; this PR does not close that issue or publish a release.
