fix(release): publish one complete platform manifest

Each native build leg publishes a manifest containing only its local archives, so the last leg left Linux and Windows out of v0.0.92. The final release-verification job now waits for the entire build matrix, downloads every craft-*.zip, computes their exact sizes and SHA-256 hashes, and replaces the partial manifest with one complete cross-platform record. It downloads the uploaded manifest again and checks asset coverage, hashes, sizes, tag, repository and commit.

Windows is now explicitly required alongside the Pantry-installable set. Future platform archives are included automatically; missing or empty required archives fail validation.

Validation: four tests cover exact known hashes, future archives, the historical macOS-only failure, missing Windows, empty files, byte changes, duplicate/unexpected assets, and stale release identity. Pickier and diff checks pass; CI runs the tests.

Closes #281.
